Hold drivers & employers criminally responsible if employ is over worker & kills someone after choosing to get behind the wheel of a vehicle willing. Even though they knew they were to tired to drive & would be endangering others lives.

Please I need all help can get ! The woman who killed my mother and got no billed decided to tell her insurance company she wasn't liable to pay damages, cause grand jury no billed her. Believe or not but they agreed until this past week they would pay. So if it had something to do with her seeing petitions or me messaging, but just to think the nerve of them? Please help me put a stop to all the back and forth by making this law in writing! Thank you
