Change Wisconsin's state statute on animal cruelty now!

I found out about Wisconsin's antiquated animal cruelty laws from a petition I found on this very site. There is a horse suffering because of the outdated statutes on animal cruelty in Wisconsin. This poor animal is on a short chain tied to a tire in an open field with no shelter for at least 7 years. This is clear abuse and torture of an animal. These statutes must be updated and the owner and all responsible parties should be prosecuted and sent to prison. This is simply unacceptable and this horse must be freed from this living hell immediately.
