re-introduce dog licencing

With the number of deaths and injuries caused by so-called pet dogs on the increase, it is urgent that a proper monitoring scheme is introduced. The financing of such a scheme must come from licencing. It is becoming clear that certain breeds of dog are being kept because of their aggressive qualities. Indeed, some owners are deliberately encouraging their dogs to behave viciously. There are some breeds that are supposed to be banned, but detecting them is impossible if proper monitoring is not adequately funded. Fees can be graded to reflect the owners choice of breed. With risky breeds requiring compulsory third-party insurance. Whatever scheme is deemed to be fair, it has to be better for both animal and owner if there is a greater sense of responsibility and accountability. Currently the whole system of pet dog breeding and distribution is in an inglorious mess. That too can be checked if there is a more sensible approach to dog ownership.
