An end to the Scottish factoring law

People who own ex-council flats are being hit with excessive quarterly bills from factors. This could result in serious financial difficulty and maybe even people losing their homes.
Repairs which have been neglected for decades are all of a sudden being done now that factors are making money from home owners who work hard and have mortgages,insurances etc to pay.
We are aware that we are responsible for a share of any repairs. However,since the factors law began,we are receiving bills for hundreds of pounds and given only ten days to pay them. This law is extremely unfair and the only people benefitting from this are local councils.
