All pet owners knowledge should be tested before they purchase a pet

So may people buy pets not knowing how to take care of their needs properly, not knowing what foods not to give them or understanding the importance of exercise or enrichment. If people sign this it shows how many people agree with the importance of owners knowing how to care for their pets and knowing what to do in emergencies, for example, what to do if their pet gets burnt.
