Stop pitbulls from being owned by the wrong people

I am petitioning to make laws on owning,buying,adopting pitbulls stronger! I want to make it so that people have to have a background check, neighberhood inspection and monthly check in's in order to own a pitbull. People would have to sighn a contract to comply with the rules before buying, adopting or owning a pitbull. This is for the animals protection. It's not the pitbull it's the owner! So lets make the laws tougher to own these sweet loving animals. Please help me fight for them they can't do it alone!
