Demand rights to the Atlantic Ave. Dog NOW!!!!

This dog is famous in the small town of Kinston NC,
As his owner has him tied up to a tree with a chain, no room to walk much. A dog house that is clearly too small and violates code here, and only one food bowl which for 4 straight days in 97+ degree heat was empty tuned upside down no water no food! This dog has been left in the freezing cold, snow, storms and heat, now was seen left out in the hurricane. There has been many people of the community to stop And offer food,water, new dog house and even offered to buy the dog but the owners refused everything! There has been a city meeting called about this dog and code was changed, however this owner still continues to violate city code and no one will do anything about it!!! Dog catcher can’t and police can’t, and the community just can’t understand why!
Please help me get signatures so hopefully this will make the news and the voiceless gets heard! Animals have rights too and there ignored!!!!!
