Create Reasonable barking Dog Bylaw in Winnipeg, Manitoba

As it stands, the bylaw can be used legally harass a neighbour.
The law currently states that the dog can not bark at all, at any time. So if a dog is outside barking for 30 seconds in the middle of the day, a complaint can be filed.
The city pamphlet states that this is to accommodate people who may be ill, work shift work etc. However... I can run a lawnmower, hedge trimmer, leaf blower or jackhammer while working on my property between the hours of 7 am and 9 pm.
Nuisance barking is just that and it should not be allowed but the bylaw needs to be more explicit.
