The Caligula Principle: Animals For Congress

Animals obviously have very important views of our society; views that go unheard by the general public. Animals are very important to our society and it is blatantly obvious that animals are smarter than some humans. Their views deserve to be heard. Every neigh, meow, woof, and bleet deserves a welcoming ear. Animals deserve a voice in congress. They can potentially provide world-changing opinions that we as humans couldn't possibly think of.
