This is a private lane, owned by the residents of Lovers Walk, which is used by the residents for parking their own cars.

The lane is maintained by the residents of the Lovers walk, So having a heavy delivery lorry, possible a 7.5T, will impact on the stability of the lane surface, which is only a dirt track.
Rsidential children use the lane for the riding bikes etc, so will become a hazard to the young children that use the lane.
The usual place, obviously already receive deliveries from another access point, so this should be how things are kept.
