Enforce pet evacuation during natural disaster

Are you sick of seeing pets and animals left on chains and in crates to drown during hurricanes with more than a weeks notices?! Make it a $1,000 fine and crime to leave your pets and animals to drown during a forecasted disaster. Thousands of first responders lose their lives saving people and pets who had weeks notice to evacuate. Mandate state animal services hand out pamphlets to ALL registered residents advising of the resources and criminal fines if you don't abide by laws to evacuate all living creatures from your property.
