Protect native animals from domestic cats.

The damage done to the environment by domestic cats killing native fauna far exceeds damage done by almost any source. The destruction of birds by cats, for example, annually totals more than the oil spill in the Gulf of Mexico or the Exxon Valdez. We desperately need to try to bring this problem under control, though it may already be unconmtrollable.
