DEMAND FOR URGENT ANIMAL WELFARE LEGISLATIVE REFORM AND THE ESTABLISHMENT OF AN INDEPENDENT ANIMAL PROTECTION FUND

    PETITION TO THE PRESIDENT OF THE REPUBLIC OF SOUTH AFRICA, THE MINISTER OF AGRICULTURE, AND NATIONAL TREASURY, et al..

    To:

    •⁠ ⁠Cyril Ramaphosa — President of the Republic of South Africa
    •⁠ ⁠John Steenhuisen — Minister of Agriculture
    •⁠ ⁠National Treasury of South Africa

    We, the undersigned citizens, animal rescuers, animal welfare organisations, veterinarians, activists, and compassionate South Africans, hereby demand immediate and meaningful reform of animal welfare legislation in South Africa.

    For too long, the suffering of animals has been ignored, underfunded, and treated as secondary despite the overwhelming burden carried daily by rescue organisations, sanctuaries, inspectors, volunteers, and ordinary citizens.

    Across South Africa, animals continue to endure:

    •⁠ ⁠Extreme abuse and neglect
    •⁠ ⁠Starvation and abandonment
    •⁠ ⁠Illegal breeding practices
    •⁠ ⁠Dog fighting and organised cruelty
    •⁠ ⁠Overcrowded shelters with little or no state support
    •⁠ ⁠Horrific conditions in impoverished communities where welfare organisations are left to carry the responsibility alone

    The current framework is failing both animals and the people fighting tirelessly to protect them.

    We therefore call for the following NON-NEGOTIABLE ACTIONS:

    1.⁠ ⁠THE ESTABLISHMENT OF A NATIONAL ANIMAL PROTECTION FUND

    A properly structured and independently governed Animal Protection Fund must be established to support:

    •⁠ ⁠Registered NPO animal welfare organisations
    •⁠ ⁠Rescue operations
    •⁠ ⁠Sterilisation campaigns
    •⁠ ⁠Veterinary treatment
    •⁠ ⁠Rural outreach programmes
    •⁠ ⁠Emergency animal disaster relief
    •⁠ ⁠Inspectorate and enforcement operations
    •⁠ ⁠Public education initiatives

    2.⁠ ⁠INDEPENDENT ETHICAL GOVERNANCE

    The Animal Protection Fund must be governed by an independent ethical committee comprising:

    •⁠ ⁠Leaders of reputable animal welfare NPOs
    •⁠ ⁠Animal advocates and rescuers
    •⁠ ⁠Veterinary professionals
    •⁠ ⁠Financial and fund management experts
    •⁠ ⁠Ethical legal representatives

    This committee must remain independent from political interference and operate with full transparency and accountability.

    3.⁠ ⁠STRONGER ANIMAL PROTECTION LEGISLATION

    We demand:

    •⁠ ⁠Tougher penalties for animal cruelty and organised abuse
    •⁠ ⁠Dedicated animal protection courts or specialised prosecution units
    •⁠ ⁠Increased funding for enforcement and inspections
    •⁠ ⁠Mandatory regulation of breeders
    •⁠ ⁠Greater accountability from municipalities regarding animal welfare
    •⁠ ⁠Recognition of animal welfare as a national moral and social priority

    This is no longer a fringe issue.

    Animal welfare has become a national moral movement.

    ALL ANIMAL LOVERS IN THIS COUNTRY will now vote according to which political party demonstrates genuine commitment toward meaningful animal welfare reform.

    This will constitute a make-or-break electoral issue for many South Africans in the upcoming national elections.

    Political parties can no longer expect the support of compassionate citizens while remaining silent on the widespread suffering of animals.

    As Mahatma Gandhi famously stated:

    «“The greatness of a nation and its moral progress can be judged by the way its animals are treated.”»

    A society that cannot protect the vulnerable — including animals — cannot claim to uphold justice and compassion for humanity itself.

    We therefore call upon all political parties in South Africa to publicly reveal their official manifestos and commitments regarding:

    •⁠ ⁠Animal welfare reform
    •⁠ ⁠Funding structures
    •⁠ ⁠Legislative amendments
    •⁠ ⁠Enforcement strategies
    •⁠ ⁠The establishment of the proposed Animal Protection Fund

    DEADLINE

    We hereby request that all political parties publicly disclose their positions and proposed action plans on or before:

    1 AUGUST 2026

    The people of South Africa are watching.

    The animal welfare community is united.

    And our votes will reflect our values.
