Help the U.S. Become a No Kill Nation!

Right now, about four million homeless dogs and cats are euthanized in shelters every year.

The Companion Animal Protection Act (CAPA) would install a framework for America that has worked to create No Kill communities. Just a few things CAPA would do are:

- Establish a definition of No Kill that includes all savable animals, including feral cats;
- Make it illegal for a shelter to kill an animal if a rescue group or No Kill shelter is willing to save him or her;
- Make it illegal for a shelter to kill owner-relinquished animals without making them available for adoption or transfer to a rescue group, even in cases where the owner wants the animal killed, unless the animal is suffering.

Delaware has already passed a version of the Companion Animal Protection Act, and now it's time for the rest of the U.S. to do the same.

Urge your state legislators to push for a Companion Animal Protection Act in your state.
Dear State Congress Member,

The Companion Animal Protection Act (CAPA) would install a framework for America that has worked to create No Kill communities. Just a few things CAPA would do are:

- Establish a definition of No Kill that includes all savable animals, including feral cats;
- Establish a shelter's primary role as saving the lives of animals;
- Declare that saving lives and protecting public safety are compatible
- Protect rabbits and other animals, as well as dogs and cats;
- Require shelters to provide animals with fresh food, fresh water, environmental enrichment, exercise, veterinary care, and cleanliness;
- Make it illegal for a shelter to kill an animal if a rescue group or No Kill shelter is willing to save him or her;
- Make it illegal for a shelter to kill owner-relinquished animals without making them available for adoption or transfer to a rescue group, even in cases where the owner wants the animal killed, unless the animal is suffering.

Right now, about four million homeless dogs and cats are euthanized in shelters every year. Delaware has already passed a version of this bill, and now it's time for the rest of the 50 states to do the same.

Please push for and pass a Companion Animal Protection Act in our state.
