Unchain Rusty(Sporty) the dog, return his freedom

Rusty walked into a house and he ended up being chained 24/7 by the owner of the house for the next 3 years. Multiple efforts have been made to talk to the owner, AVA paid repeated visits. A ~1m chain is replaced by a longer chain, but other than that. nothing changed. Being kept outside, he is still exposed to the sun and rain. Please petition against chaining Rusty and give him back his freedom.
