Stop the Change of Building Use at 828 Kingston Rd.!

A multi-unit apartment building with x units is located at 828 Kingston, Rd., Toronto, Ontario.  This building has a parking lot behind which borders on the backyards of x properties on Hannaford Street.  The last building permit for 828 Kingston Rd. was issued in 1992, and indicated the building is being used as a seniors development.  In the last two years Hannaford St. property owners have become aware that: 

- 828 Kingston Rd. is not being used as a seniors development based on i) the individuals resident on the property ii) the individuals loitering in the outdoor northeast area of the building, who regularly prevent Hannaford Street residents from enjoying use of their own backyard through excessive noise, partying, drug use, drug dealing and disrespect for owner property in this area, and iii) the aggressive individuals loitering at the corner of Hannaford St. and Kingston Rd. and frequenting Hannaford St. who are leaving Hannaford Street residents concerned about their personal and property safety.

No notice was ever provided to neighboring property-owners of 828 Kingston Rd. about the change in use of the building.  

Hannaford Street residents have been advised that 828 Kingston Rd. is currently a property of Toronto Community Housing Corporation (TCHC).  When contacted TCHC is offering single family dwelling units for rent at 828 Kingston Rd.  The neighboring residents ask whether TCHC has ever filed a permit to change the use of the building at 828 Kingston Road to a building that houses both seniors and single family units.  Since the use of the building has changed, neighboring residents are aware that: 

- an elderly senior was beaten to death by another non-senior resident

- substantial drug dealing is taking place by residents of the building, highly visible on Hannaford Street and Kingston Road.

As neighboring residents of 828 Kingston Road, we demand that the use of the building be as zoned/permitted so that our families can once again feel safe, free to enjoy the use of our backyards, and free to wander in our neighbourhood without drug dealing.
