End the Cruel Animal Experiments You’re Forced to Pay For

Every year, your tax dollars are used to fund painful experiments on animals — including monkeys, dogs, cats, rabbits, mice, and more — in government-backed laboratories. That means millions of animals each year are confined in barren cages, subjected to invasive procedures, and killed when they are no longer "useful."

Every year, the U.S. government spends an estimated $20 billion taxpayer dollars on animal research like this, despite overwhelming evidence that these experiments are fiscally irresponsible, scientifically ineffective, and ethically indefensible.

The SPARE Act (Safeguard Pets, Animals, and Research Ethics Act) aims to finally put an end to this cruelty by banning all federally-funded biomedical, cosmetic, toxicity, and psychological testing on animals. This legislation mandates a three-year phase-out of existing animal experiments, redirects public funds to modern human-relevant research methods like organ-on-a-chip technology and AI-driven models, and requires that animals imprisoned in labs be released to sanctuaries or loving adoptive homes.

The animal research industry has already admitted that this bill could "decimate" their operations, and they're mobilizing to stop it. That means we must act now, before lobbyists win and animals lose this chance at freedom from exploitation in laboratories.

I am writing as your constituent to ask you to support H.R. 1802: The Safeguard Pets, Animals, and Research Ethics (SPARE) Act. This bill would phase out unethical and wasteful animal experiments in federally funded laboratories and direct taxpayer dollars toward ethical and human-relevant research methodologies. 


Every year, the U.S. government spends an estimated $20 billion taxpayer dollars on animal experiments — despite overwhelming evidence that these experiments are fiscally irresponsible, scientifically ineffective, and ethically indefensible. Simultaneously, efforts at gradual reform, such as those represented by the FDA Modernization Act 2.0, stall because of the entrenchment of the animal research industry and the power of those who benefit from it financially.  


It is clear that more pointed action is needed to ensure that the U.S. leads — not in wasting taxpayer dollars on torturing and killing animals but — in modern, cutting edge, and human-relevant science that truly holds the promise of helping without harming. The SPARE Act represents just such action, and I ask that you join me in strongly supporting it.
